Head of structuring on digital assets (virtual currencies) and special projects
Grigorii Pantukhov is Head of Structuring on Digital Assets (Virtual Currencies) and Special Projects at Moscow Exchange, a position he has held since May 2023. In this role, he structures and manages deals and infrastructure transactions, including their tax consequences, across the MENA and CIS regions, prepares internal regulation on digital asset transactions including cryptocurrencies, analyzes sanctions regimes across UK, EU, and US jurisdictions as they apply to the group's financial market activities, and provides legal advice on core legal matters for the group.
Prior to joining Moscow Exchange, Pantukhov served as Head of Legal Support on Digital Financial Market at the Central Bank of the Russian Federation from August 2022 to June 2023, where he drafted regulation and legal framework for the digital ruble (CBDC), prepared legislative proposals on digital assets covering securities tokens, utility tokens, and cryptocurrencies, and researched sanctions legislation across US and EU jurisdictions. Before that, he held a Head of Legal Support role at VEB.RF's subsidiary Russian Export Center from April 2020 to August 2022, where he provided legal support for an infrastructure project establishing an industrial estate in Egypt's special economic zone and handled tax analysis of international contracts across multiple jurisdictions including EU countries, China, and the UAE. His areas of expertise span CBDC regulation, cryptocurrency legislation across Russia, CIS, Europe, and the United States, and legal frameworks for decentralized finance. He holds education from the Financial University under the Government of the Russian Federation.
