Chief Digital Officer
Antonio Queiroz is Chief Digital Officer at Euroclear, a position he has held since November 2018. In this role he manages client experience and digital across business and technology, with data and innovation as stated focus areas.
Prior to Euroclear, Queiroz spent over ten years at BNP Paribas across a series of digital and technology roles. He served as Head of Distribution, Services Models and Digital Banking, and Deputy Head of IRB Retail and SME. He acted as CIO of Cortal Consors, overseeing the IT teams that built Hellobank! in Germany, and held responsibility for web and mobile at BNP Paribas Personal Investors. He also led business development across European, Mediterranean and South American markets and held a digital coordination role within BNP Investment Solutions. Before BNP Paribas, he built his career as a technology entrepreneur. He is founder and part-owner of Ptitchef.com, a food technology platform operating across more than fourteen countries.
Head of Innovation and Digital Assets
Jørgen Ouaknine is Global Head of Innovation & Digital Assets at Euroclear, where he also serves as Head of Products Americas, based in the New York City metropolitan area. His mandate covers tokenisation, distributed ledger technologies, and digital assets in the context of financial market infrastructure, with a focus on institutional adoption of digital asset securities and the role of digital currencies and stablecoins within traditional financial systems. He works with financial institutions, market infrastructures, technology providers, and regulators on initiatives aimed at building interoperable and scalable digital asset infrastructure. In that capacity, he led the development of Euroclear's Digital Financial Market Infrastructure (D-FMI) platform, which addresses the primary market using blockchain and provides customers with access to the secondary market.
Beyond his role at Euroclear, Ouaknine serves as Founding Chairman of the Board and current Co-Chairman of the Canton Network Foundation. He is a member of the FinTech & Digitalisation Advisory Committee of the International Capital Market Association and an Ambassador of the Global Blockchain Business Council. Earlier in his career, he held leadership roles in international retail banking covering mergers and acquisitions, restructuring, and digital transformation. He served as CEO of two BNP Paribas subsidiaries in Morocco: DIGIFI, a regulated payment service provider, and DIGISERV, a digital factory he created. He holds a PhD in Law.
Head of Chairman Office
Sebastien Van Campenhoudt is Director, Innovation & Digital Assets – Tokenized Cash Lead at Euroclear, based in the Brussels Metropolitan Area. In this role, he holds specific responsibility for tokenized cash, positioning him within Euroclear's broader work on digital assets and tokenisation.
Van Campenhoudt holds a Master's degree in Economic Sciences with an orientation in finance from ICHEC Brussels Management School (2007–2009), where his thesis examined US inflationary trends in relation to historical data from the 1929 crisis. Prior to that, he completed a Bachelor's degree in Foreign Trading at EPHEC (2005–2007) and an Erasmus exchange in Intercultural Management at Hogeschool van Utrecht. His listed skills include credit portfolio management, risk management, investment funds, investment management, and data intelligence, alongside team leadership and KPI management.

Stéphanie Lheureux is Head of the Digital Asset Competence Centre at Euroclear, an expert in tokenization and interoperability of digital assets in the financial sector.
