Dante Disparte is Chief Strategy Officer and Head of Global Policy at Circle, the company that issues the USDC stablecoin. In his role, he leads Circle's strategic and policy positioning, including the company's expansion into European markets. He has been central to Circle's decision to establish its European headquarters in Paris, citing the French regulatory environment and political engagement with digital assets as determining factors. Circle has submitted applications to the AMF to obtain PSAN (service provider for digital assets) status and to become an electronic money institution in France, with an stated objective of issuing a digital euro in Europe.

Disparte has publicly positioned USDC as distinct from algorithmic stablecoins such as Terra Luna's UST, framing it instead as a competitor to Visa, Mastercard, and PayPal. He is also a member of the Council on Foreign Relations and the World Economic Forum.

Coralie Billmann

Coralie Billmann, CFA, is President and Managing Director of Circle Internet Financial Europe and member of the Supervisory Committee. She joined Circle in December 2023 to lead the application for an Electronic Money Institution license under MiCA with the ACPR and the Digital Asset Service Provider registration with the AMF. In July 2024, Circle became the first global stablecoin issuer to achieve compliance with the EU's Markets in Crypto-Assets regulatory framework, following the company's receipt of an EMI license from the ACPR. Billmann credited this outcome to close collaboration between the ACPR regulatory teams and the Circle France team.

Her prior roles include COO and Authorized Director of 3S Money Club, a licensed Electronic Money Institution, where she contributed to launching its payments activity in Europe, and EMEA Treasurer at PayPal, a position she held for nine years. She also led High Growth Tech Sales expansion for JP Morgan in Paris and has previously held board directorships at both PayPal and 3S Money. Earlier in her career she held a role at Flagstone. Billmann holds a degree from Audencia Business School, is a CFA charterholder, and studied at Ohio State University.

Jeremy Allaire

Jeremy Allaire is Co-Founder, Chairman and Chief Executive Officer of Circle, where he is responsible for strategy, vision and operating execution. Circle is the issuer of USD Coin (USDC), a fully-reserved, regulated dollar-backed stablecoin. Allaire launched USDC in the United States and has overseen its growth to a market capitalisation exceeding $26 billion and more than $800 billion in cumulative transaction volume across global blockchain networks. He also led the launch of Euro Coin, a euro-pegged stablecoin released in June 2022, replicating the compliance framework developed for USDC. He has provided expert testimony on digital assets and monetary policy before the US Senate Committee on Homeland Security and Government Affairs and the US Senate Banking Committee, and has been named to the International Monetary Fund High-Level Advisory Group on FinTech. In 2026 he was named to the TIME100 list of the 100 most influential people in the world.

Prior to founding Circle in 2013, Allaire founded Brightcove, a cloud-based online video platform, where he served as CEO from 2004 until 2013 following a successful IPO in early 2012. Before Brightcove, he served as a technologist and entrepreneur-in-residence at General Catalyst. Earlier, he co-founded Allaire Corporation with his brother JJ Allaire in 1995, serving as CTO; the company had an IPO in January 1999 and was acquired by Macromedia in 2001. Following the acquisition, he served as CTO of Macromedia. Allaire holds a BA in political science and philosophy with a concentration in economics from Macalester College, which he attended from 1989 to 1993.
