David Kroger

Blue Macellari is Head of Digital Asset Strategy at T. Rowe Price, where he focuses on the investment and operational implementations of cryptographic tokens, coins, protocols, exchange-traded funds, and derivatives supported on blockchain technologies. He has been in the role since August 2022 and holds 26 years of investment experience, with three of those at T. Rowe Price. He is based in Bethesda, Maryland.

Prior to joining T. Rowe Price, Macellari was Managing Partner at Dunamis Trading from January 2018 to August 2022, where he co-managed a core crypto market neutral vehicle with a four-year track record and was named Digital Asset Manager of the Year at HFM's US Performance Awards in 2021. Before that, he served as an Emerging Markets Strategist at Lone Star Funds / Hudson Advisors, covering sovereign and sub-sovereign credit risk assessment for Latin America. From 2014 to 2015, he was an Emerging Markets Senior Strategist at TD Securities, where he launched research coverage of Latin American and broader thematic cross-regional emerging markets. Earlier in his career, he spent five years at Elliott Investment Management as an Emerging Markets Specialist, formulating and managing sovereign credit trades across EMEA and Latin America. He holds an MBA from Duke University's Fuqua School of Business.

Gerome Gregory is Director, ETF Trading Solutions at T. Rowe Price, a position he assumed in December 2024. His prior title at the firm was Vice President of ETF Trading Solutions and Digital Asset Trading. He holds CPA and CETF designations and is based in Baltimore, Maryland.

Before joining T. Rowe Price, Gregory served as Head Trader at Channing Global Advisors in Miami from October 2018 to December 2024, focusing on equity trading across global, Asia-Pacific, emerging, and frontier markets. Prior to that, he was Lead Global Equity Trader at Grandeur Peak Global Advisors in Salt Lake City from April 2015 to September 2018, covering the same geographic trading specialties. Earlier in his career, he was an Associate at PIMCO in Newport Beach from November 2012 to March 2015, and a Trader at Geomatrix (HK) Ltd, an Opera Solutions company, in Hong Kong from January 2011 to January 2012, where he worked at a quantitatively based hedge fund focused on earnings revisions. His total professional experience spans approximately 15 years.

Kyle Williams is Middle Office Oversight and Control – AVP at T. Rowe Price, based in Colorado, where he oversees outsourced middle office providers, manages daily equity and fixed income trading activity, and serves as settlement and claims subject matter expert. He holds a concurrent role focused on digital assets, equity, and fixed income middle office operations, a position that was elevated to Vice President in January 2026. In the digital assets capacity, he manages token settlement, reconciliation, compliance, and custody operations. He also serves as primary liaison between the middle office and front office, oversees failed trade and FX activity, and manages cash and position reconciliation. He led project management for T. Rowe Price's T+1 settlement transition and has introduced AI applications and automated controls using SQL scripting into middle office workflows. His platform experience includes Charles River, Bloomberg, CTM, DTCC, JP Morgan Markets, Talos, and Anchorage. Williams has 13 years of investment operations experience across middle office operations, settlements, digital assets, risk management, claims, and cash management, with his career focused on third-party oversight and front office support.
