Mark Fischer is a Policy and Strategy Senior Specialist, Payments, Clearing, and Digital Assets at the Federal Reserve Bank of New York, a position he has held since January 2020. In this role, he serves as a senior subject matter expert and policy advisor focused on the interconnections between banks, markets, and market infrastructures, responsible for shaping policy, analytical, regulatory, and risk management frameworks, and advancing thought leadership on trends and innovation in payments, clearing, and settlement models. He served on the program committee for the Fourth New York Fed Conference on Fintech in September 2023, which focused on digital assets and artificial intelligence.

Prior to his current role, Fischer spent nearly four years at the Federal Reserve Bank of New York as a Financial Analysis Specialist covering systemically important banks, working on capital and liquidity frameworks and stress testing. Before joining the New York Fed, he spent three and a half years as a Research Analyst at the International Monetary Fund, where he analyzed macroeconomic, financial, and geopolitical developments and developed analytical tools, databases, and statistical models in support of fiscal and financial policy work. His total professional experience spans 15 years. He holds advanced proficiency in Python and data visualization tools.
