Morgane Fournel Reicher is an Associate at Norton Rose Fulbright, based in Paris, where she specialises in financial services and fintech regulatory matters. She advises French and international credit, financial, and insurance institutions on the regulatory framework governing their operations and transactions in France and the European Union. She has developed expertise in advising payment institutions, electronic money institutions, and blockchain technology firms on the regulatory requirements applicable to their activities.

Prior to joining Norton Rose Fulbright in February 2025, she spent nearly three years at Kramer Levin Naftalis & Frankel LLP in Paris, where she assisted digital-asset service providers in obtaining PSAN registrations and licences, advised on fintech and crypto business models, represented clients before regulatory authorities on payment services and crypto-asset matters, and acted on banking and investment services regulatory matters including MiFID II and licensing issues. Before that, she served as Legal Counsel for Regulatory Affairs Policy at Ledger, a New York-based company, from December 2020 to May 2022, where she followed EU negotiations on MiCA and the Transfer of Funds Regulation, advised on product design and regulatory qualification across EU, French, and US frameworks, and supported interactions with supervisory authorities and industry associations. She holds a law degree from the University of Paris X Nanterre and a double LL.M. in Business Law and Corporate Finance.
