BSA/AML & Stablecoin/Crypto Regulator - Director
Donald Browne is a Senior AML BSA OFAC Regulatory Compliance and Risk Leader at the Office of the Comptroller of the Currency, a position he has held since July 2015. Based in New York, he leads the OCC's large international compliance supervision team, working directly with bank management on the remediation of BSA/AML Consent Orders. He leads the development of risk-based supervisory strategies and oversees staff resource allocation for regulatory supervision. He is part of an OCC regulatory supervision subgroup responsible for the design and implementation of BSA/AML internal regulatory guidance, including guidance on the use of fintech in the banking sector. He has been responsible for the examination of multiple banks under BSA/AML Consent Order enforcement actions.
Prior to joining the OCC, Browne served as Director of Enterprise Governance, Risk and Compliance Solutions at FIS Global (formerly ICS Risk Advisors) from January 2011 to January 2015. In that role he led the firm's regulatory compliance and financial crime prevention practice, covering BSA/AML/OFAC, internal audit, anti-corruption, and fraud. He served as interim Chief Compliance Officer for multiple bank clients, guiding them through consent order remediation, and developed the organization's FCPA compliance methodology. He holds CPA and MS credentials. His total professional experience spans approximately 27 years across bank regulatory compliance, anti-money laundering, OFAC, internal audit, enterprise risk management, and corporate governance.
