Patrick Starkman

Patrick Starkman is President of Heuro SAS, the Electronic Money Institution authorized by the ACPR (Bank of France) that issues the HEURO euro stablecoin. In April 2025, Starkman announced that HEURO had crossed 600 million euros in circulating stablecoins, a volume he stated roughly doubled the existing supply of euro-denominated stablecoins globally, making HEURO the largest euro stablecoin issuer in the world. The issuance is driven primarily by crypto exchange partners — KuCoin, Binance, and Bybit — who use HEURO for trade settlement, allowing users to hold and transact positions without cycling back through fiat banking rails. HEURO has surpassed 100,000 token holders. The stablecoin is issued on Ethereum and Solana, is 100% backed by cash and high-quality liquid assets on a 1:1 EUR basis, and is regulated under the EU's MiCA framework. Reserves are held in a segregated account with a European licensed custodian and independently audited quarterly. Within the Heuro group executive committee, Starkman holds the role of President of Heuro SAS, distinct from the group CEO position held by Mathieu Francon.

Starkman's career spans regulatory and financial services roles across Paris and Brussels. He worked at the French financial markets regulator before being seconded from 2005 to 2007 to the Economic and Monetary Affairs Committee (ECON) of the European Parliament, where he contributed to the drafting of parliamentary reports on financial markets legislation. From 2012 to January 2016, he served at the European Securities and Markets Authority (ESMA), where he was responsible for institutional and external relations, advising the ESMA President in ECOFIN meetings and coordinating regulatory dialogue with authorities in Brazil, Hong Kong, Israel, Japan, Russia, Switzerland, and the United States. He also attended meetings of the International Organization of Securities Commissions (IOSCO). Earlier in his career, he worked for the European Savings and Retail Banking Group (ESBG) in Brussels until 2003.
